You should develop page templates for your web site. The easiest way to do this is to create a page with all of the common elements i.e. site navigation, headers, footers, colors and backgrounds, then save it as "Template". Add your content to "Template" and save it as "Page xyz". Your template will still be untouched and available for more fresh content to be added. Repeat the process and save the next page as "Page 123"
